Cemetery Trust Rules & Regulations Affecting
Memorial / Monumental Plots
Each memorial/monumental plot is 1200mm wide and 2400mm long and may be used for up to two interments/burials. The number of ashes interments allowed will be determined by negotiation with the Cemetery Trust but usually a maximum of three ashes interments will be permissible. The determining factor will be the ability to memorialise all interments without creating ‘clutter’ on the headstone or the ledger stone if there is one.
Plot purchasers of a “Right” should, at the time of plot selection, have regard to the sort of memorial they intend for installation at some later date, because plots located in sloping ground frequently require additional stone kerbing/ashlars, which usually adds to the cost of the monument.
The distinguishing feature of monumental plots is that the erection of a memorial / monument is permitted above ground level and may cover the entire area of the plot. No memorial/monument, including any plantings or other adornments, shall exceed the designated plot size nor,
- In the case of the headstone, exceed a total height (at any point) of 1.2 meters above ground level, nor exceed a depth of 600mm.
The height restriction shall be measured from the highest point of the ground slope/plot site. Foundations if not completely buried, must be clad with additional ashlars or kerbing. - In the case of the ledger stone or other surface material, a height exceeding 500mm measured from the surface of a fully buried foundation.
No mausoleum, canopies or canopy styled constructions will be permitted. The use of domestic window glasses up to a nominal 5mm in thickness to face up, enclose, or otherwise adorn any vertical or horizontal surface area of a monument is not permitted.
There are two exceptions.
- So called candle boxes where window grade glass is permitted. NOTE: Candle boxes are subject to a size constraint and shall not exceed 380mm width, 380mm depth (edge to edge base included) and 430mm height from base to apex. Candle boxes must not have lockable access doors. Candles, oil lamps or any apparatus designed to provide a naked flame are strictly forbidden owing to the bush fire prone nature of the cemetery’s location. Battery or solar powered lights/flames are permitted.
- Glasses which are known generally as safety glasses, toughened glasses and sometimes bullet proof glasses, are permitted for incorporation in headstone constructions. Glass thickness must be a minimum of 10mm albeit double glazed from 2 panels of 5mm. Special trust approval must be sought for variations in this specification.
Plans and specifications of all memorials / monuments must first be submitted to the Trust for approval prior to erection and will incur the gazetted memorial fee. Unless otherwise specifically allowed by the Trust in writing, all interments in a single plot must be of related decedents, whether by marriage, birth, or other relationship recognised at law.
There is no obligation on any owner/owners or their rightful successors to erect a memorial or monument on these plots. The Trust, however, wishes to advise plot owners in making a decision about any memorialisation, that careful consideration be given to the complexity of any surface adornment ESPECIALLY if second and subsequent interments are, or could be, contemplated. In the context of reopening grave sites for subsequent interments the Trust makes every endeavour to safeguard the integrity of existing stonework but in no circumstances indemnifies plot owners against damage which may occur as a result of reopening.
All memorial / monumental plot maintenance, repair, upkeep and the like is the responsibility of the owner/owners or their rightful successors. However, in this regard, any works, whatever their nature, which are deemed necessary and/or desirable by the owner/owners or their successors must first be approved by the Trust.
The Kangaroo Ground Cemetery has been developed and will be maintained as a bush cemetery. In this context the Trust encourages the planting of shrubbery and the like as a grave site adornment but at the same time must be mindful about such items encroaching upon adjoining plots and/or infringing height restrictions.
Whilst the Trust takes no responsibility for the care and maintenance of any memorials / monuments as referenced above, the Trust reserves the right to maintain the generality of plot sites and surrounds in a clean and tidy state.
Monuments constructed of wood e.g. wooden “sleepers” and mud bricks are not permitted. Deterioration of these materials has been observed by the Trust to be extremely rapid, leading to sites which become unstable and untidy.
The general standard acceptable at Kangaroo Ground Cemetery is for sawn and polished natural stonework e.g. granites. The Trust is open to Applications for constructions other than natural stone, e.g. free form rocks and stones, but advises that any Applications must demonstrate appropriate foundation and kerb fixing work as will ensure the longevity and stability of the construction.
Ceramic and glass containers for placement on top of ledger stones or any other area of a memorial are forbidden. Flower containers must be of plastic construction. Monuments which have adornments other than those approved by the Trust at the time application was made for the monument may be removed/modified by the Trust at its absolute discretion.
Bookings for interments on days designated Code Red, Extreme or Severe will be deferred.

Cemetery Trust Rules & Regulations Affecting Lawn/Grass Plots
Lawn/grass plots are the same size as memorial/monumental plots, being 1200mm wide and 2400mm long. Nominally they can be used for up to TWO coffin interments and TWO ashes interments. Whilst two coffin interments are an absolute maximum for coffins, the number of ashes interments MAY be negotiated with the Cemetery.
THE NUMBER OF INTERMENTS ALLOWABLE WILL BE DETERMINED BY THE PLOT HOLDER’S ABILITY TO DEMONSTRATE THAT PLAQUE MEMORIALISATION CAN BE CONTAINED WITHIN THE SPECIFIED 640 WIDTH X 780M DEPTH GROUND AREA CONSTRAINT (SEE BELOW).
Whatever the mix of coffins and ashes interments intended, the determining factor which governs the interment capacity of a plot is the ability to memorialize all the intended interments within the 640mm x 780mm maximum ground area specified. This measurement has been determined following the Trust decision that LESS THAN ONE FIFTH OF GRASS/LAWN PLOT SITES SHALL BE ALLOWED TO BE COVERED BY MEMORIAL ADORNMENTS.

The distinguishing feature of the subject plots is that they must be maintained at ground level and are thus denied any rights of adornment which would run counter to this regulation. With the exception of fresh flowers, no above ground adornments such as vases, jars, crosses, plants, etc. will be allowed in these areas. The Trust reserves its absolute right to remove any objects which may infringe this regulation as equally the Trust will maintain the generality of plot sites and surrounds in a clean and tidy state.
In the main heavy cast bronze plaques and stone granite only (as approved by the Trust) may be installed on these plots and shall be installed at or below ground level. Plaques made of other materials may be considered on a case by case basis, but the Trust has a preference for bronze, glass or granite due to its stability and longevity. It should be noted that at law all plaques are the property of the Holders of Right who are responsible for their upkeep. The Cemetery trust takes absolutely no responsibility for any damage inflicted upon plaques, however inflicted.
The MAXIMUM allowable surface area which may be covered on these plots (which over time presumes the placement of a maximum of 2 plaques) is an area measuring 640mm x 780mm, edge to edge, inclusive of masonry mount where the plaques must be mounted one on top of the other.
VASE HOLDERS WILL NOT BE PERMITTED WITHIN THE CONFINES OF THE ‘MOUNT’ OF THE PLAQUES, UNLESS THE PROVISION FOR THE VASE HOLE IS WITHIN THE CONFINES OF THE PLAQUE ITSELF. HENCE, WITH THE ABOVE EXCEPTION, VASE HOLDERS MUST BE SEPARATELY INSTALLED OUTSIDE THE 640MM X 780MM MAXIMUM AREA.
All plaques shall be positioned at the head of the plot site so that two grass borders measuring 280mm will be located either side of the plaque installation where 2 x 280 mm grass borders plus 640mm maximum plaque width gives 1200mm, which is the full width of a plot site.
Note: All of the foregoing relates to the maximum area of utilisation. If plaques are smaller, the same principle of central location at the head applies so as to ensure the same symmetrical relativity. There is no obligation on any owner, owners or their rightful successors to furnish any plot with a plaque.
Because the Trust places strict limits on the type, size and placement of all plaques set into these plots, PRIOR APPROVAL OF THE TRUST MUST BE OBTAINED BEFORE ANY FORMAL ARRANGEMENTS FOR THE SUPPLY AND INSTALLATION OF PLAQUES IS ENTERED INTO.

Special note with regard to Row 4. Row 4 was initially surveyed to be wholly for grass/lawn plots. This provision remains with the exception that the Trust has now determined that limited above ground adornment will be permitted in the form of headstones and bases from plot 34 to plot 103. ADDITIONAL PLAQUES ARE ALLOWED TO BE INSTALLED ON EXISTING HEADSTONES BUT NO PLAQUES WILL BE PERMITTED TO BE INSTALLED AT GROUND LEVEL ON THESE SITES.
The maximum headstone height allowable is 1.2 metres which is the cemetery standard for all monument heights. The change was made to be consistent with the Trust’s forward plan of making all future monumental rows ‘back to back’ (facilitating both East and West facings) and not having single lawn rows abut monumental rows. Plot holders who contemplate the installation of a headstone and base will pay the monumental plot price. This provision has operated from 20th April 2001.

Maintenance of the surrounds of lawn / grass plots is the responsibility of the Trust but this responsibility does not extend to the maintenance, repair, upkeep and the like, of plaques. In this regard, any works, whatever their nature, which are deemed necessary and/or desirable by owner/owners or their successors must first be approved by the Trust.
Owing to the bush fire prone nature of the cemetery’s location, candles, oil lamps or any apparatus designed to provide a naked flame are strictly forbidden at all times of the year.
Special note regarding high fire danger days.
Following guidelines put out by the Cemeteries and Crematoria Association of Victoria and the Country Fire Authority, days proclaimed Code Red, Severe and Extreme will result in the cemetery being closed.
Bookings for interments on days so proclaimed will be deferred to days which are not. These rules are not negotiable.

ATTACHMENT TO REGULATIONS GRASS/LAWN PLOTS 2011. Before using your plot:
- In order to plan how you are going to use your plot entitlement speak first with the Cemetery Secretary about what it is you are planning and seeking to achieve with your memorialisations in order to avoid any misunderstandings.
- Special provision. Some Holders of Right seek to inter ashes before interring coffins/caskets. In these cases, a full dig in excess of the mandatory 2 metres is required and will as a consequence incur greater expense.
Grass plots nominally allow for 2 coffin burials and 2 ashes interments, but this maximum allowance depends upon a strict sequence of interments.
This could be two coffins/caskets and two ashes interments (surface interred) at a later stage. The grave is then considered to have been used to its maximum capacity, OR if the first interment is an ashes interment, dug to a depth exceeding 2 meters, then two coffins/caskets are still permitted, with a second ashes surface interment at a later stage. The grave is then considered to have been used to its maximum capacity.
Note. Where ashes interments are concerned, regulations only permit the interment of TWO. The sequence of interment can be varied ie. Two interments at maximum depth 2 metres (deep), or 2 ashes interments in the site (surface), or a combination of one deep and one surface as outlined above.
NOTE CAREFULLY. If ashes interment occurs (SURFACE ONLY) as a first interment, no coffin burials will be permitted thereafter, and the maximum utilization of the plot will end after the remaining (ONE) ashes interment is made.
The reason for this is that the cemetery trust has ruled that once ashes have been interred, they should not be disturbed as would be the case if coffin burials were to be allowed following ashes interments.
Memorialisation (bronze plaques). The maximum allowable number of interments in a Grass/Lawn plot is 4 (2 coffin and 2 ashes).
The question which must be addressed is if the site is intended to be utilised to this maximum extent, can the plot be memorialised within the specified 640mm x 780mm maximum space allowance for the installation of plaques.
Illustration of how memorialisation can be planned. The examples are not exhaustive but are indicative of the way planning can be undertaken.
Cemetery Trust Rules & Regulations Affecting Double Ashes Plots
Ashes plots are 600mm square and two sets of ashes may be interred in each plot. Unless otherwise specifically allowed by the Trust in writing, all interments in a single plot must be of related decedents, whether by marriage, birth or other relationship recognised at law.
The distinguishing feature of the subject plots is that they must be maintained at ground level and are thus denied any rights of adornment which would run counter to this regulation. The plaque placement area shall be centrally located on the 600mm square plot site. The maximum granite or concrete mounting size is 480mm x 380mm. Compatible plaque sizes available for this standard mount dimension are 380mm x 280mm, 381mm x 216mm, 229 x 229mm, 229mm x 184mm. With the exception of fresh flowers, no above ground adornments such as vases, jars, crosses, plants, etc., will be allowed in these areas. The Trust reserves its absolute right to remove any objects which may infringe this regulation as equally the Trust will maintain the generality of plot sites and surrounds in a clean and tidy state.
Plaque types may only be made of heavy cast bronze to the exclusion of all other materials types including material combinations which include bronze. Plaques shall be installed at or below ground level. There is no obligation on any owner/owners or their rightful successors to furnish any plot with a plaque. Approval of the Trust must be obtained before any formal arrangements for the supply and installation of plaques is entered into. The Trust is wholly responsible for the mounting and placement of plaques in Ashes plots.

Cemetery Trust Rules & Regulations Affecting Frog Hollow Memorial Rock Garden – Single Ashes Plots
The Kangaroo Ground Cemetery Trust has opened a new section of the cemetery for the interment of ashes. This area is on the eastern side of the cemetery and encompasses an area of some 20 square metres, with rock positions.
With the exception of fresh flowers, no adornments such as vases, jars, crosses, plants, etc., will be allowed in these areas. It is a special regulation in this area that NO BELOW GROUND VASES WILL BE PERMITTED. The Trust reserves its absolute right to remove any objects which may infringe this regulation as equally the Trust will maintain the generality of plot sites and surrounds in a clean and tidy state.
Memorialisation will involve the placement of a standard bronze plaque, 150mm x 150mm, which will be fixed to a rock face in the memorial area. Given the nature of these plaques, memorial wording will be limited to name, date of birth, date of death and one extra line which is governed by the size of type and number of words. The cost of the plaque will be paid at the time of burial. The cemetery will position together, as closely as possible, both the plaque and burial position as best fits the particular rock being memorialised.
Maintenance of the surrounds of ashes area is the responsibility of the Trust but this responsibility does not extend to the maintenance, repair, upkeep and the like, of plaques. However, in this regard, any works, whatever their nature, which are deemed necessary and/or desirable by owner/owners or their successors must first be approved by the Trust.
The Right of Interment which is conferred upon any purchaser will be the “Right” to place one memorial plaque on a specified rock in a specified position in recognition of the fact that exclusive rights to any one rock will not be conferred upon any purchaser unless that purchaser buys ALL the specified positions attributed to any particular rock. For example, if the Trust should specify that a particular rock shall accommodate four plaques for four interments, exclusivity can only be given to the purchaser who purchases all four positions.
